Achievements

1.0 In order to transform the country into a knowledge-based society and a middle-income nation by 2021, the government established the Information and Communication Technology (ICT) Division under the Ministry of Science and ICT in 2011. With the aim of accelerating the development of ICT and ensuring better coordination and efficiency, the Information and Communication Technology Division was reorganized under the Ministry of Posts, Telecommunications, and Information Technology in 2014. Through the creation of skilled human resources in the field of ICT, this division is implementing various projects and programs to generate employment opportunities, promote infrastructure development, establish connectivity, foster the growth of the IT industry, introduce new services, and expand ICT education across the country.


1.1 In order to reach citizens at the grassroots level with information and communication technology (ICT) services, a total of 756 positions, including 564 technical posts, were established under the Department of Information Communication Technology in 2013. On July 14, 2015, 200 skilled personnel were recruited and deployed to various districts and sub-districts. Additionally, the recruitment process is underway for the approved 1,112 personnel. Once this recruitment process is completed, the government will be able to provide ICT-related services more easily at the field level, ensuring convenient access to hassle-free services for the public. 


1.2 Under the Development of National Infra-Network for Bangladesh Government (BanglaGovNet) project, the installation of a 43 km optical fiber network has been completed, connecting various important government establishments in Dhaka, including 58 ministries/divisions, 227 offices/departments, 64 districts, and 64 upazila-level offices. Through the Info-Sarker-II project, a total of 18,453 government offices located in 64 districts and 488 upazilas have been interconnected within the same network. This network has facilitated the activation of Video Conferencing Systems in 800 important locations in districts and upazilas. To ensure real-time online connectivity for government officials, 25,000 (twenty-five thousand) Tablet PCs have been distributed among them. Wi-Fi connectivity has been established in the Bangladesh Secretariat and Bangladesh Computer Council.


1.3 Under the Info-Government Phase-3 project, a program has been undertaken to establish optical fiber networks in 2,600 unions (lowest administrative units) with the aim of expanding internet connectivity at the union level. Additionally, through the Establishing Digital Connectivity Project, efforts have been made to establish optical fiber networks and provide internet services to all government and non-governmental institutions throughout the country.  


1.4 A Tier-3 data center has been established at the BCC (Bangladesh Computer Council) building for storing data of various ministries/departments/organizations using electronic methods. Additionally, a Tier-4 data center has been set up at the Kaliakair High-Tech Park. Furthermore, a Disaster Recovery Center has been established at the Jessore Sheikh Hasina Software Technology Park. 


1.5 Under the establishment of the South Asia Sub-regional Economic Cooperation (SASEC) project, with the objective of creating a regional network among four countries (Bangladesh, India, Nepal, and Bhutan), a total of 58 km of fiber optic cable lines have been installed from Panchagarh to Banglabandha in Bangladesh.


1.6 Under the Public-Private Partnership, rapid progress is being made in the development of the infrastructure of the Hi-Tech Park on 232 acres of land in Kaliakoir, Gazipur district. The construction work of a 15-story multi-tenant building and a 12-story dormitory building has reached its final phase in Jashore Software Technology Park, located on 9.18 acres of land. The formal inauguration of the activities of Janata Tower, situated in the Karwan Bazar, Software Technology Park, has already taken place. Space has been allocated to 17 IT companies among them. The groundwork for establishing the Mahakhali IT Village on 47 acres of land has been initiated. Projects for establishing IT parks with unique designs have been undertaken in 12 locations across the country. Additionally, projects for establishing 7 IT training and incubation centers have also been undertaken. The government has already announced 10 Special Incentive Packages for developers and investors in the Hi-Tech Park. 


1.7 Within the scope of the Learning and Earning Development Project, training in Basic ICT literacy has already been provided to 20,000 women out of the targeted 55,000 freelancers. Through this project, an additional 25,000 youth will receive training in Basic ICT Training and 10,000 science graduates will receive training in Advanced Outsourcing during the current fiscal year. As part of this project, a Mobile ICT Training Bus (Caravan Bus) has already been purchased to enhance women's skills in ICT. The bus will be equipped with the necessary training facilities, allowing educated youth at the upazila/union level to receive ICT training while on the bus. There are plans to bring approximately 1,000 women under this training program in the near future.  


1.8 Under the project titled "Leveraging ICT for Growth, Employment, and Governance," necessary measures have been taken to train 34,000 IT professionals. As part of the Fast Track Future Leader program, training has already been provided to 387 individuals. Additionally, among the selected 10,000 science graduates, 1,000 have received IT Top Up Training, and among the selected 20,000 individuals for Foundation Skill Training, 2,000 have been trained. Furthermore, training has been provided to 3,000 government officials with the aim of establishing e-Governance.


1.9 The project titled "Capacity Building on ITEE (IT Engineers Examination) Management Project" is being implemented to enhance the capabilities of the country's IT workforce through international certification. Under this project, 167 individuals have already been awarded internationally recognized certificates.


2.0 Since 2009, various initiatives have been undertaken to expand IT education at the grassroots level. A total of 3,544 computer labs have been established in educational institutions. By December 2017, an additional 2,901 educational institutions have been equipped with Sheikh Russell Digital Labs, and 64 districts have established a language learning lab. The Sheikh Russell Digital Labs established across the country serve as the focal point for forming Sheikh Russell IT Clubs, enabling individuals from all professions to access IT knowledge labs and contribute as digital soldiers in building Digital Bangladesh.


2.1 Under the initiative "One Student one Laptop' One Dream," 350 economically disadvantaged and meritorious students studying at universities have been provided with free laptops to encourage and enhance their IT skills. The distribution of laptops was facilitated by the Honorable Prime Minister's ICT Advisor, Mr. Sajeeb Wazed Joy. In addition, a Quality Assurance Lab has been established at Jahangirnagar University, an Animation Lab at Dhaka University, and a Robotics Lab at BUET. Furthermore, the equipment has been supplied to 15 universities for the establishment of specialized labs. These efforts aim to uplift the IT education expansion. 


2.2 To make the subjects of classes 1 to 5 in primary schools easier and more engaging for teaching and learning, the initiative to transform them into interactive multimedia digital versions has been implemented. This initiative aims to actively involve students in the learning process and make it more attractive. 


2.3 The e-Shop initiative has been undertaken with the objective of facilitating the online sale of products produced by small rural entrepreneurs engaged in sustainable agriculture, thereby reducing the dependency of consumers in urban areas. 


2.4 In order to make citizen services easily accessible, the IT Department has developed 600 mobile apps that are currently being utilized in public services. 


2.5 With the goal of building Digital Bangladesh in line with the government's Vision 2021, initiatives have been taken in the country to provide services electronically. Licenses have been issued to 05 establishments to provide digital signature certificates to various government, non-governmental organizations, and interested individuals. Digital signature distribution and training have already been conducted among 25,000 employees.


2.6 Several international ICT conferences, such as E-Aia201, Digital World-2012, 2014, and 2015, have been successfully organized to encourage business facilitation and investment in ICT products and services. Additionally, Bangladesh IT Expo-2015 was held from June 15-17, 2015, to promote the popularity of the internet and internet-based services. Furthermore, from September 5-11, 2015, Internet Week was successfully completed at the district and upazila levels with the aim of popularizing the Internet and Internet-based services. The 11th e-ID Forum 2015 was held on December 1-2, 2015, with the objective of providing citizen services through the digitalization of national identity cards. BPO SUMMIT 2015 was also organized on December 9-10, 2015, with the aim of transforming Union Digital Centers into BPO centers. Moreover, Bangladesh was elected as the Chairman of an organization similar to the Asia-Pacific Information Superhighway on November 30, 2017, and a conference was successfully held in Dhaka through a massive arrangement by the ICT Division and IT Department.


2.7 As recognition of various developmental initiatives and policy support in the field of ICT, the honorable Prime Minister Sheikh Hasina was awarded the "ICT's Sustainable Development Award 2015" by the International Telecommunication Union, a subsidiary organization of the United Nations. Additionally, the Information and Communication Technology Division was awarded the "Global ICT Excellence Award 2014" in the Public Sector Excellence category by the World Information Technology and Services Alliance (WITSA) for the successful implementation of information and communication technology for citizen services. Bangladesh has also received the South-South Co-Operation Visionary Award-2014 and the ICT for Development Award 2016.

2.8 The "National Information and Communication Technology Policy 2015" has already been approved. The "Cyber Security Strategy Guideline 2014" and the "Information Security Policy Guideline 2014" have been adopted, and the Digital Security Act has been enacted with the objective of combating cybercrime and ensuring safe cyber usage.


2.9 The ICT Division plays a significant role in contributing to the national economy through capacity building in the field of ICT. Bangladesh is moving forward in line with the progress of all modern technologies in the world.


The Information and Communication Technology (ICT) Division is playing a significant role in developing a useful framework for the advancement of electronic methods in information technology education, e-services, and the internal flow of government information. Through various projects/initiatives, including training programs, conducted under the umbrella of the organization, with the aim of creating skilled human resources, I firmly believe that all these initiatives will facilitate easier access to e-services for the general public of the country.
